Pengumuman C&C Tahap Ke V Rekonsiliasi IUP


PENJELASAN TAMBAHAN TERHADAP
PENGUMUMAN REKONSILIASI IUP
  1. Pada hari ini diumumkan CNC tahap ke-lima sebagaimana terlampir yang memenuhi syarat dengan undang-undang 4 Tahun 2009 dan PP Nomor 23  Tahun 2010, antara  lain :
      • Wilayahnya tidak tumpang tindih;
      • Dokumen SK IUP sesuai ketentuan yang berlaku
  2. Bagi IUP yang diumumkan hari ini, dalam waktu 30 hari setelah pengumuman ini wajib:
    1. Tahapan Eksplorasi :
      • Menyampaikan bukti setor iuran tetap sampai dengan tahun terakhir.
    2. Tahapan Operasi Produksi :
      • Menyampaikan persetujuan UKL, UPL/AMDAL,
      • Menyampaikan laporan eksplorasi lengkap dan studi kelayakan.
      • Menyampaikan bukti setor pembayaran iuran tetap dan iuran produksi (royalti) sampai dengan tahun terakhir.
  3. Apabila dalam jangka waktu yang sudah ditentukan pemegang IUP tidak menyampaikan dokumen sebagaimana dimaksud pada angka 2, maka pemegang IUP tidak akan diberikan sertifikat clear and clean.
  4. Bagi IUP yang belum diumumkan, Direktorat Jenderal Mineral dan Batubara masih melakukan verifikasi kelengkapan dokumen dari pemberi izin dan akan dilakukan pengumuman secara bertahap bagi IUP yang sudah memenuhi syarat.
  5. Pengumuman CNC ini berlaku sejak tanggal ditetapkan dan apabila  terdapat kekeliruan dalam pengumuman ini, akan dilakukan perbaikan dan ralat pengumuman sesuai peraturan perundang-undangan yang berlaku.

Konsorsium PTBA Bentuk 3 Perusahaan Patungan

JAKARTA-PT Perusahaan Tambang Bukit Asam Tbk (PTBA) bersama dengan PT PLN Persero dan Tenaga Nasional Berhad, Malaysia berencana membentuk tiga perusahaan patungan.

Perusahaan patungan ini dibentuk untuk mengembangkan sebagian tambang Peranap di Semelinang Tebing, membangun PLTU 2X600 MW di mulut tambang Peranap dan pembangunan transmisi dari Peranap ke Malaysia, kata Direktur Utama PTBA Milawarma di Jakarta, Jumat (22/6).

US’ Hess to invest $200m per year until 2018

US-based oil and gas company Hess Corporation will invest US$200 million per year in Indonesia in the next six to 10 years, senior officials said on Thursday.

Hess’ investments would cover the development of the Ujung Pangkah block in Gresik, East Java, and exploration activities, including at the Semai V block in West Papua, said Deputy Energy and Mineral Resources Minister Rudi Rubiandini.

UU Migas Kembali Digugat di MK

JAKARTA-Setelah beberapa tokoh agama menguji UU Nomor 22 Tahun 2001 tentang Minyak dan Gas Bumi, kini giliran Federasi Serikat Pekerja Pertamina Bersatu (FSPPB) dan Konfederasi Serikat Pekerja Migas Indonesia (KSPMI) mendaftarkan pengujian UU ini ke Mahkamah Konstitusi (MK).

FSPPB dan KSPMI yang diwakili oleh Indonesian Human Rights Committee for Social Justice (IHCS) selaku kuasa hukum, melakukan pendaftaran uji materi UU Migas di MK, Jumat (22/6).

PEMBELIAN SAHAM CHURCHILL: Churchill Mining lepas 16,5% sahamnya ke Rahmat Gobel

LONDON. Churchill Mining Plc telah sepakat untuk menjual kepemilikan sahamnya kepada Rachmat Gobel dan Fara Luwia. Adapun mekanisme pembelian saham tersebut dilakukan melalui private placement, dimana Gobel dan Fara membentuk perusahaan patungan yang mayoritas sahamnya dikuasai Gobel.

Jumlah saham yang dilepas Churchill mencapai 19,345 juta saham biasa atau setara dengan 16,5% seharga 40 pence per saham. Dapat dikatakan, penawaran tersebut merupakan penawaran premium karena harganya lebih tinggi 60% dari harga rata-rata saham per 28 April 2011.

JAKARTA. Churchill Mining Plc saat ini menjadi pemegang 75% saham Ridlatama Grup. Saat ini, Ridlatama memiliki empat konsesi pertambangan (KP) di Kutai Timur dengan sumber daya batubara mencapai 2,7 miliar ton dan cadangan mencapai 961 juta ton.

Selain di proyek batubara Kutai Timur, Churchill juga memiliki proyek batubara dan coal bed methane (CBM) di Kalimantan Timur yang belum beroperasi dan spitfire resources atau proyek mangan di the South Woodie Woodie di Australia.

Pemerintah siap meladeni gugatan Churchill

JAKARTA. Sengketa lahan berbuah tuntutan di pengadilan arbitrase internasional. Adalah Churchill Mining Plc, perusahaan tambang asal Inggris yang menuntut ganti rugi kepada Pemerintah Indonesia senilai US$ 2 miliar. Churchill merasa dirugikan dengan tumpang tindih izin pertambangan batubara.

Churchill Mining Plc mengajukan gugatan ke International Centre for Settlement of Investment Disputes (ICSID) pada 22 Mei. Lalu, pada 30 Mei 2012 silam, ICSID telah mengirim pemberitahuan kepada pihak pihak tergugat, yaitu Presiden Indoensia, Menteri Energi dan Sumber Daya Mineral (ESDM), Menteri Kehutanan, Menteri Luar Negeri, Kepala Badan Koordinasi Penanaman Modal (BKPM), dan Bupati Kutai Timur.

Kutai Timur: Tidak ada investasi Churchill

JAKARTA. Bupati Kutai Timur Isran Noor mengaku tidak ada perusahaan tambang bernama Churchill Mining Plc. berinvestasi di daerahnya. Dia mengatakan, perusahaan tambang tersebut tidak pernah terdaftar di Dinas Pertambangan Kutai Timur.

Isran sendiri mengaku baru mengetahui nama Churchill pada 2009 lalu setelah perusahaan tersebut mengumumkan telah berinvestasi batubara di Kutai Timur. "Kalaupun benar Churchill berinvestasi di sektor pertambangan, mana buktinya," kata Isran saat dihubungi KONTAN, Senin (18/6).

“The FSRUs and liquefied natural gas [LNG] terminals have to be built and integrated with existing and planned pipeline networks. They are very important for our energy security in the future,” Rudi said at his office in Jakarta on Monday.

JAKARTA - Menteri Perindustrian (Menperin) MS Hidayat mengatakan, kebijakan domestic market obligation (DMO) atau kewajiban pemenuhan pasar dalam negeri untuk batubara akan diperketat. Pasalnya, selama ini ekspor batubara justru terus melonjak signifikan.

Di sisi lain, pemerintah terus memacu pelaksanaan program penghiliran industri berbasis sumber daya alam (SDA) mineral tambang. Hal itu mengacu berlakunya UU Mineral dan Batubara (Minerba) No 4/2009 yang melarang ekspor mentah produk SDA tersebut mulai tahun 2014.

In compliance with Presidential Decree No. 8/2011, there are 37 tariff classes organized into six groups: social, household, business, industry, government and special services. “We propose to expand the number of groups to 20 by 2013,” said Java and Bali operational director I.G.A. Responding to Japan’s threat to bring Indonesia to the World Trade Organization over its new policy on mineral exports, a top government official says that Japan has misunderstood the nature of the policy and that any attempt to challenge it on the international stage would be a mistake.

Thamrin Sihite, the director general for minerals and coal at the Energy and Mineral Resources Ministry, told reporters on Tuesday that the threat arose from a misunderstanding that Indonesia would completely ban the export of minerals.

JAKARTA. Pengaturan produksi dan ekspor batubara masih menjadi polemik saat ini. Produksi dan ekspor batubara yang terus melonjak dari tahun ke tahun memunculkan sejumlah pemikiran agar ada penataan ulang, demi menjamin pasokan batubara di pasar domestik. Terutama sebagai sumber energi pokok di sektor listrik.

Pemerintah sendiri berencana mengendalikan produksi batubara sekaligus mengatur ekspor sumber energi ini. Gagasan penerapan bea keluar ekspor batubara pun sempat muncul ke permukaan. Namun Menteri Energi dan Sumber Daya Mineral (ESDM) Jero Wacik sudah membantah bahwa pemerintah tidak akan mengeluarkan bea keluar ekspor batubara ini.

Ekspor BATU BARA sulit disetop

JAKARTA :  Ketua Presidium Masyarakat Pertambangan Indonesia (MPI) Herman Afif Kusumo menilai pembatasan ekspor batu bara tidak mungkin dilakukan lantaran Indonesia memiliki cadangan yang besar ditambah kebutuhan dunia yang tinggi.

"Yang harus dilakukan, pemerintah harus mengendalikan produksi batu bara dengan tidak lagi memberikan izin pengusaha memproduksi, sampai sesuai dengan roadmap yang disepakati," ujarnya, Jumat 8 Juni 2012.

JAKARTA: BPK menemukan potensi kehilangan pendapatan negara senilai Rp488 miliar dalam uji petik terhadap 60 perusahaan pemegang izin usaha pertambangan sepanjang 2011.

Anggota IV BPK Ali Masykur Musa mengatakan hasil uji petik tersebut menunjukkan kelemahan sistem penghitungan dan penagihan pendapatan negara bukan pajak (PNBP), terutama dalam sektor pertambangan.

BLOK MASELA: Kilang terapung bisa tampung tambahan gas

JAKARTA: Kilang LNG terapung (Floating LNG) di Blok Masela bisa lebih dari dua kilang dengan kapasitas lebih dari 5 MTPA jika ditemukan cadangan-cadangan gas baru.

Deputi Pengendalian Operasi BP Migas Rudi Rubiandini mengatakan jika hasil pemboran eksplorasinya terbukti ditemukan cadangan baru, maka akan ada pembuatan kilang 2,5 MTPA (juta metrik ton per tahun) baru lagi menambah dari 2,5 MTPA yang sekarang sudah masuk PoD (Plan of Development/rencana pengembangan).

The Indonesian Chamber of Commerce and Industry (Kadin) says that Ministerial Decree No. 7/2012 has become a considerable stumbling block for mining activities as companies have had to apply for the so-called clean and clear status in order to be able to obtain a specific export permit and pay a 20 percent export tax.

Shell, Inpex to invest US$20b in gas-rich Masela block

Royal-Dutch Shell and Japan-based Inpex Corporation will invest upwards of US$20 billion to develop the gas-rich Masela block in the Arafura Sea south of Papua, a top government official says.

The investment would be disbursed gradually, with the first phase, expected to begin in 2013, to require $15 billion in capital spending, Coordinating Economic Minister Hatta Rajasa said on Thursday.

Shell holds a 30 percent stake in the Masela block, while 10 percent is controlled by PT EMP Energi Indonesia, and Inpex, the block operator, holds majority ownership with 60 percent.


Minister questions rationality of coal export tax

JAKARTA. Trade Minister Gita Wirjawan has joined other stakeholders in criticizing the government’s plan to regulate coal exports through new quotas and additional taxes.

Speaking to reporters in Jakarta on Wednesday, Gita questioned the government’s rationale for implementing export taxes, saying it would violate existing contracts of work (CoW) between big mining companies and the government.

Energy and Mineral Resources Minister Jero Wacik has denied that his office had ever proposed a controversial export tax for coal, saying that he preferred to impose a new market control mechanism to secure domestic supply.

 “I never said that we planned to apply a tax or a full ban on coal exports,” he told reporters after accompanying President Susilo Bambang Yudhoyono to meet Royal-Dutch Shell chief executive officer Peter Voser at the Presidential Palace in Jakarta on Thursday.

Jakarta Sidang gugatan tokoh Islam yang meminta MK membatalkan UU No 22/2001 tentang Minyak dan Gas (Migas) kembali digelar di Mahkamah Konstitusi (MK). Dalam sidang tersebut, pengamat perminyakan Kurtubi meminta UU Migas dihapuskan.

"Dalam pasal 1 angka 23 pasal 4 menyatakan bahwa pengelolaan migas ini diserahkan ke BP Migas yang merupakan wakil dari pemerintah. Lalu BP migas menandatangani kontrak dengan kontraktor minyak. Berarti disini polanya telah melanggar konstitusi, karena di sini pemerintah ditempatkan sebagai pihak yang melakukan kontrak, status pemerintah diturunkan," ujar Kurtubi di MK, Jalan Medan Merdeka Barat, Jakarta, Rabu (6/6/2012).

Gita Wirjawan Keberatan Kepemilikan Asing di Smelter Dibatasi

Jakarta - Menteri Perdagangan Gita Wirjawan sangat keberatan adanya pembatasan kepemilikan perusahaan tambang asing di industri smelter dengan kewajiban divestasi sebesar 51%.

"PP Nomor 23 Tahun 2010 tentang Undang-undang Minerba (Mineral dan batubara) mengamanatkan divestasi di hulu 51% itu kita dukung, namun jangan juga industri di hilir jika semangatnya hilirisasi seperti industri smelter dipenggal juga kepemilikannya sebesar 51% juga," kata Gita ketika ditemui di kantor Kementerian Koordinator Perekonomian, Rabu (6/6/2012).

A decision by the Constitutional Court allowing small-scale miners to obtain exploration permits may do more harm than good by multiplying the chances for multiple abuses, mining experts have said.

The Constitutional Court has paved the way for small-scale miners to obtain the permits by striking down an article in the Minerals and Coal Law that required operators to have mines that were at least 5,000 hectares to secure the permits.

MK Batalkan Aturan Luas Minimal Wilayah Pertambangan

JAKARTA - Mahkamah Konstitusi (MK) membatalkan aturan minimal 5 ribu hektare yang tercantum dalam Undang-undang (UU) Nomor 4 Tahun 2009 tentang Pertambangan Mineral dan Batubara (Minerba).

"Pasal 52 ayat (1) sepanjang frasa 'dengan luas paling sedikit 5 ribu hektare' Undang-Undang Nomor 4 Tahun 2009 tentang Pertambangan Mineral dan Batubara bertentangan dengan UUD 1945 dan tidak mempunyai kekuatan hukum mengikat," kata Ketua Majelis Hakim Mahfud MD, saat membacakan putusan di Jakarta, Senin.

Several governors in Kalimantan say they will intervene to end blockades of coal shipments to Java after the government agreed to increase their subsidized-fuel quotas.

JAKARTA - PT Antam Tbk memperoleh izin untuk melanjutkan kembali ekspor bijih nikel dan bauksit. Hal itu akan sangat membantu dalam mempertahankan kontribusi pendapatan Antam yang berasal dari penjualan bijih.

Dalam rilis Antam disebutkan bahwa perseroan tidak mengubah target volume penjualan bijih nikel dan bauksit tahun 2012. Antam telah memperoleh surat persetujuan ekspor yang menetapkan kuota sebesar 2,275 juta wmt untuk tiga bulan ke depan dan surat persetujuan ekspor selanjutnya akan diberikan setiap tiga bulan sekali.

Direktur Utama Antam, Alwinsyah Lubis mengatakan perolehan izin ekspor bijih merefleksikan pemenuhan aspek compliance Antam, yang dilandasi prinsip-prinsip good corporate governance, terhadap regulasi Pemerintah.

JAKARTA- Menteri ESDM Jero Wacik merevisi beberapa ketentuan yang ada dalam Peraturan Menteri ESDM No 7 Tahun 2012 tentang Peningkatan Nilai Tambah Mineral Melalui Kegiatan Pengolahan dan Pemurnian Mineral.

Revisi tersebut tertuang dalam Permen ESDM No 11 Tahun 2012 tentang Perubahan Atas Permen ESDM No 7 Tahun 2012 yang salinannya diperoleh di Jakarta, Rabu (30/5).

Aturan Permen ESDM 11/2012 yang ditandatangani Jero Wacik pada 16 Mei 2012, menyebutkan antara lain di antara Pasal 21 dan Pasal 22 Permen ESDM 7/2012 disisipkan satu pasal yakni Pasal 21A yang terdiri dari dua ayat.

Total E&P Akan Bor 107 Sumur Baru

BALIKPAPAN - Total Exploration and Production Indonesie (TEPI) menargetkan akan membuka 107 sumur baru. Pengeboran dilakukan guna menjaga produksinya yang pada tahun lalu capai 2.227 juta standar kaki kubik per hari (million metric standard cubic feet per day/MMSCFD) dan 81.600 barel minyak per hari.

Industri Desak Harga Gas Naik Bertahap

JAKARTA- Kalangan industri mendesak kepada Perusahaan Gas Nasional (PGN) agar dapat memberlakukan kenaikan harga gas secara bertahap, tidak sekaligus seperti yang dilakukan saat ini.

Menurut Wakil Ketua Asosiasi Industri Aromatik, Olefin dan Plastik Indonesia (INAplas), Suhat Miyarso di Jakarta, Rabu (30/5), selama ini keberatan kalangan industri disebabkan tingginya beban produksi yang dipikul industri akibat lonjakan harga gas yang sangat tinggi, disisi lain produsen tidak bisa otomatis menyesuaikan harga jual produk ke konsumen karena sudah terikat kontrak.

Peraturan Menteri ESDM Nomor 11 Tahun 2012

Dalam rangka meningkatkan efektifitas pelaksanaan pengendalian penjualan mineral ke luar negeri, perlu dilakukan perubahan pengaturan atas peningkatan nilai tambah mineral melalui kegiatan pengolahan dan pemurnian mineral. Mining Workers Reject Raw Material Export Rules

TEMPO Interactive, Jakarta:The National Mining Workers Solidarity (SPARTAN) asked the government to annul the Energy and Mineral Resources Minister's Regulation No. 7 Year 2012 that prohibits mining companies from exporting mineral raw materials as of 2012. According to SPARTAN Southeast Sulawesi Presidium, Abdul Rahman, the ministerial regulation will become a terror and a threat for the mining workers.

"Thousands of mining companies will cease operations and stop production, thus causing more than 4 million workers to have their employment terminated," said Rahman at a press conference at Gallery Cafe, Taman Ismail Marzui, Sunday, May 27, 2012.

According to him, the ministerial regulation is contrary to Law No. 4 Year 2009 on Mineral and Coal Mining. The Law permits exports of raw mineral materials until the year 2014. The Law should become a standard reference in creating the ministerial regulation.

Coal Blockade Threatens Electrity Power for Java

Java-Bali PLN Operations Director Ngurah Adnyana said that until April, 62 percent of power in Java and Bali comes from coal-based steam-powered electric plants. Use of coal for the power plants increases by 50 percent compared with last year.

Each year, Helmi said Kalimantan supplies 40 million tons of coal for PLN and for private electric power suppliers. The coal supplies from Sumatera amount to only 15 million tons.

Helmi said the planned coal import would be made in reply to the question what PLN would do if the blockade could not be overcome by police. "I said, so that PLTU (steam-powered generating plants) continue to produce electric power, the only way PLN has to do is import coal," he said.

Perpanjangan Blok, BPMIGAS Prioritaskan Perusahaan Nasional


JAKARTA - Dari 72 wilayah kerja minyak dan gas bumi (migas) yang telah berproduksi, terdapat 29 blok yang akan habis masa kontrak sampai dengan tahun 2021.

"Perusahaan migas nasional dan daerah mendapat prioritas ikut mengelola blok yang habis itu," kata Kepala Divisi Humas, Sekuriti, dan Formalitas, Badan Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (BPMIGAS), Gde Pradnyana di Jakarta, Minggu (27/5).

Wilayah kerja eksploitasi yang akan habis kontrak tersebut antara lain blok Siak (Riau) dengan operator Chevron Pacific Indonesia pada tahun 2013, blok Offshore Mahakam (Kalimantan Timur) dengan operator Total E&P Indonesia pada 2017, serta Blok Sanga-sanga (Kaltim) dengan kontraktor VICO dan Blok Southeast Sumatera yang dikelola CNOOC pada 2018.

JAKARTA. Unit penampungan dan regasifikasi terapung atau floating storage and regasification unit (FSRU) Jawa Barat mulai mengalirkan gas untuk Pembangkit Listrik Muara Karang mulai 24 Mei lalu.

“Kemarin (24/5) gas sudah mengalir dari pukul 17.00 WIB,” kata Kepala Divisi Bahan Bakar Minyak (BBM) dan Gas PT PLN (Persero) Suryadi Mardjoeki di Jakarta, Jumat (25/5).

Tetapi, pasokan pertama tersebut belum maksimal. Aliran gas tersebut baru dalam tahap commissioning dengan pasokan berkisar 30-50 juta kaki kubik per hari (mmscfd). “Mudah-mudahan ini berjalan lancar dan pasokan makin naik hingga 165 mmscfd,” jelas Suryadi.

Pertamina suspects foul play in LPG quota breach

Amid concerns on the effect of a host of new government regulations will have on their bottom lines, hundreds of mining companies have submitted plans to the government to establish more than 100 smelting plants.

Under the regulations, recently signed by relevant ministers, mining companies must submit the plans to maintain their right to export.

The firms must also pay a 20 percent export tax on 65 types of raw minerals — including metal ore and excluding coal — starting on May 16.

State Enterprises Minister Dahlan Iskan said on Tuesday that Pertamina Energy Trading Ltd, a subsidiary of state oil and gas company Pertamina, will not be disbanded — but it will no longer be allowed to sell oil to the state firm.

Pertamina Energy Trading, or Petral, is 99.83 percent owned by Pertamina and is registered in Hong Kong, but its main office is in Singapore. Dahlan said in February that the government was considering whether to close down Petral, which many said would only add to the cost of oil purchases.

Kemenperin Ajak Industri Negosiasi Harga Gas PGN

The company’s oil-based fuels and gas division head Suryadi Mardjoeki said the rise was too high, considering PLN used the resource to generate electricity for public purposes. He requested different treatment from other industrial customers.

JAKARTA: Three new gas fields with combined production of 130 million standard cubic feet per day (mmscfd) began operations in the first quarter of this year, upstream oil and gas authority BPMigas reported.

The fields are APN E&F in the North West Java offshore block, which is operated by Pertamina EP, Wortel at the Sampang block, operated by Australia-based Santos, and Tambang Subsea at Block B, operated by US-based ConocoPhillips.

Jakarta - Pengamat Kebijakan Publik dan Konsumen Agus Pambagio mengusulkan agar pemerintah segera membubarkan Badan Pelaksana Kegiatan Hulu Minyak dan Gas (BP Migas) dan Badan Pengatur Kegiatan Hilir Minyak dan Gas (BPH Migas). Ia beralasan kedua lembaga ini membuat Pertamina hanya menjadi operator saja bukan menjadi regulator.

Jakarta - Kementerian Perdagangan (Kemendag) telah menetapkan 65 komoditas mineral dan batuan yang terkena bea keluar atau pajak ekspor. Beberapa bahan batuan yang kena pajak ekspor adalah marmer, giok dan batuan lainnya.

Aturan ini tercantum dalam Peraturan Menteri Perdagangan yang telah ditandatangani Menteri Perdagangan Gita Wirjawan pada tanggal 7 Mei 2012 lalu.

“Today, the government has officially issued an export tax regulation on 65 mineral categories,” Finance Minister Agus Martowardojo announced during a press conference at the Sahid Jaya Hotel in Sudirman, Central Jakarta on Wednesday.

Harga jual listrik panas bumi US$ 9 sen-US$ 10 sen

JAKARTA. Pemerintah akan mematok harga jual listrik dari pembangkit listrik panas bumi di kisaran US$ 9 sen per kWh hingga US$ 10 sen per kWh. Harga ini lebih tinggi dari sebelumnya.

Sebelumnya, harga jual listrik untuk PLTP dipatok maksimal US$ 9,7 sen per kWh. Direktur Jenderal Energi Baru Terbarukan dan Konservasi Energi Kementerian Energi dan Sumber Daya Mineral Kardaya Warnika mengatakan, aturan revisi harga jual ini akan segera terbit dalam waktu dekat.

"Aturan baru nanti berlaku untuk proyek baru dan untuk pertambahan, misalkan PLTP Kamojang kan sudah ada sekian, terus mau menambah lagi, dan boleh pakai aturan yang baru," kata Kardaya kepada KONTAN, Senin (7/5).

PLN akan teken 11 PPA Panas Bumi

JAKARTA. PT PLN (Persero) akan meneken 11 perjanjian jual beli listrik (power purchase agreement/PPA) panas bumi sepanjang tahun ini. Penandatanganan ini menyusul persetujuan pemerintah memberikan jaminan proyek listrik panas bumi.

Kepala Divisi Energi Terbarukan PLN Muhammad Sofyan menuturkan, surat penugasan pembelian listrik untuk kesebelas proyek panas bumi tersebut telah diberikan oleh Menteri Energi dan Sumber Daya Mineral. “Kesebelas proyek panas bumi itu rencananya akan menghasilkan 1.226 megawatt (MW),” katanya, Minggu (29/4).

PPA proyek panas bumi yang akan segera ditandatangani, yaitu PLTP Sokoria di Flores 1 x 30 MW, PLTP Tangkuban Perahu II di Jawa Barat 2 x 30 MW, PLTP Rantau Dadap di Sumatera Selatan 2 x 110 MW, dan PLTP Rawa Dano di Banten 1 x 110 MW.

JAKARTA. Pusat Investasi Pemerintah (PIP) dan PT PLN menandatangani Nota Kesepahaman Bersama mengenai Kerja Sama Dukungan Pendanaan Proyek Energi Terbarukan. Jenis proyek energi terbarukan yang akan dibiayai adalah mini/mikro hidro dan biomass.

Salah satu yang dikerjasamakan adalah berbagi pengetahuan dan informasi serta capacity building untuk mendukung PIP memproses penilaian kelayakan suatu proyek pembangunan PLTMH yang akan dibiayai.

IPA gears up for Convention and Exhibition

At least 4,000 local and international delegates are expected to attend the 36th convention and exhibition on the oil and gas industry organized by the Indonesian Petroleum Association (IPA) at the Jakarta Convention Center (JCC). The three-day convention will run from May 23 to 25.

The delegates include key domestic and international industry players, CEOs of the oil and gas industry, government officials, chambers of commerce and experts.

IPA president Elisabeth Proust says that the 36th IPA Convention and Exhibition (Convec) is aimed at providing an open dialogue platform for industry stakeholders and also act as a “bridge between the industry and policymakers to address both opportunities and challenges faced by the industry and to come up with the best possible solutions for the benefit of all stakeholders”.

It is quite a paradox.

Most oil executives and hydrocarbon analysts agree that large reserves still exist in Indonesia, and that the exploration of new reserves is a promising venture.

In reality though, the nation has been a net oil importer for the past few years as outputs have fallen steadily from 1.5 million barrels per day (bpd) in 1999 to 1.25 million bpd in 2002, to less than 930,000 bpd today, while national consumption has increased to more than 1.4 million bpd.

Most of the country’s oil and natural gas fields have already reached their production peaks; without any newfound reserves, Indonesia will soon see the last drop of its own oil.

8 development plans for oil, gas fields approved

Upstream oil and gas authority BPMigas reported over the weekend that as of April the agency had approved plans of development (POD) for eight oil and gas fields, seven of which would begin production this year.

BPMigas planning deputy Haposan Napitupulu revealed the fields were Vita Laras (operated by China National Offshore Oil Corporation), Karang Luhur (Pertamina EP), Petapahan, Duri (Chevron Pacific Indonesia), Pondok Berkah (Pertamina EP), Kepodang (Petronas), North Klalin (PetroChina) and North Central Java.

“Except Kepodang, all of the fields will start production in 2012,” he said in Jakarta. “This year there will be 45 PODs and put-on-production [POP] proposals which will be approved by BPMigas. It’s not a target because everything is up to oil and gas contractors, if they propose we’ll process it,” he added.

Coal miners oppose export tax, suggest output quota

Coal miners have suggested that the government apply a production quota instead of implementing an export tax in order to prevent over-exploitation.

Supriatna Suhala, executive director of the Indonesian Coal Mining Association (APBI), said in Jakarta on Tuesday that a production quota for each company would be more acceptable than the export tax since coal miners currently paid different levels of tax to the government.

“For the first generation contracts of work [known as PKP2B], the royalty is 30 percent plus corporate tax at 45 percent, while for mining permits [IUP], issued after 2009, the royalty is only between 13.5 percent with 25 percent corporate tax,” he said.

JAKARTA: The government will no longer allow the construction of diesel power plants in order to reduce fuel subsidies that have contributed to an ever-widening state budget deficit, Coordinating Economic Minister Hatta Rajasa has said.

 In the future Indonesia should focus on the construction of geothermal, hydro, gas or coal-fired power plants to meet the surge in the electricity demand both from households and industry, Hatta said as reported by Antara news agency.

After delay, G-Resources set to begin gold production in July

JAKARTA – Disaksikan oleh Menteri Energi dan Sumber Daya Mineral, Jero Wacik, dan Kepala Badan Pelaksana Kegiatan Usaha Hulu Minyak dan Gas Bumi (BPMIGAS), Selasa (8/5/2012) ditandatangani enam Perjanjian Jual Beli Gas Bumi (PJBG) dengan peruntukan bagi lifting minyak bumi, kelistrikan, dan industri dengan total volume kontrak sebesar 5.040 triliun British thermal unit (tBtu).

“Enam perjanjian tersebut diperkirakan memberikan tambahan pendapatan negara untuk 2012 sebesar US$ 465,13 juta. Total tambahan pendapatan negara hingga akhir kontrak diperkirakan sebesar US$ 7,09 miliar,” demikian diungkapkan Kepala BPMIGAS R. Priyono dalam sambutannya.

Public Works Minister Djoko Kirmanto told regional leaders on Wednesday to continue with infrastructure projects and not to wait for a long-delayed presidential regulation to implement the Land Acquisition Law.

“Local governments are reluctant to acquire lands in their area because they are waiting for the regulation,” Djoko said on the sidelines of the Construction National Seminar 2012.

Indonesia has the opportunity to profit from eight cargoes of liquefied natural gas (LNG) from the Tangguh LNG plant in Papua that have not been availed of by US-based Sempra Energy, upstream oil and gas authority BPMigas has revealed.

Following the gas supply boom in the US, which has caused a drop in the price of gas, Sempra decided not to take up its LNG allocation from Tangguh in favor of cheaper domestic gas, thus allowing the Indonesian government to take back around 90 percent of the allocation, BPMigas operational deputy Rudi Rubiandini said.

Kadin requests grace period on ore export tax

Mining companies represented by the Indonesian Mining Association (IMA) welcomed the government’s plan to impose export duty on 14 mineral commodities starting May 6, seeing the initiative as a step in the right direction in replacing the initial plan to entirely ban the exporting of commodities.

In a statement issued on Wednesday, the IMA said the ministerial decree on the export ban, which was introduced in February and was set to become effective on May 7, had created much controversy due to the speed of its planned implementation; far earlier than the 2014 deadline set by the 2009 Mining Law, which would have left most mining companies unable to comply.

Upstream oil and gas regulator BPMigas said it will work with Total E&P Indonesie, operator of the Mahakam block in East Kalimantan, to ensure the gas production decline at the block would not exceed 150 million standard cubic feet per day (mmscfd) this year.

SPA divestasi 7% saham Newmont diperpanjang

JAKARTA. Pemerintah akhirnya memperpanjang surat perjanjian jual beli (Sales Purchase Agreement/SPA) divestasi 7% saham PT Newmont Nusa Tenggara (NTT). Perpanjangan SPA kali kedua ini dilakukan menyusul belum selesainya proses sidang sengketa kewenangan antar lembaga negara terkait jual beli saham Newmont.

Sekretaris Jenderal Kementerian Keuangan Kiagus Ahmad Badaruddin mengatakan SPA itu diperpanjang sampai Agustus 2012. Dengan kata lain, pemerintah kembali memperpanjang SPA Newmont untuk waktu tiga bulan ke depan.

Govt to slap export tax on 14 mineral commodities

Energy and Mineral Resources Minister Jero Wacik on Tuesday announced 14 mineral commodities that will become subject to export tax, varying between 20 and 50 percent, if sold in the form of ore.

The official policy on the tax will be announced on May 6 and followed by the issuance of a new regulation to legally implement the policy, he said.

The 14 commodities are copper, gold, silver, tin, lead, chromium, molybdenum, platinum, bauxite, iron ore, iron sand, nickel, manganese and antimony.

The state-controlled coal miner claims that it has lost US$2.3 billion in potential revenue since the regency unilaterally granted 26 firms licenses to mine coal in the company’s concession in 2005.

In a separate incident, Churchill Mining Plc., a London-listed miner which lost its case in an Indonesian court, said it would seek an award of $2 billion compensation from an international arbitrator in its dispute with the administration of East Kutai, East Kalimantan, for allegedly granting another firm the right to operate in Churchill’s concession.

No checks on coal exploitation

Indonesia may be the world’s top coal exporter, but limitations in the supervision of coal mining may be placing the country at risk of massive financial losses and environmental damage, an investigative audit by the Supreme Audit Agency (BPK) has revealed.

The audit, a copy of which was obtained recently by The Jakarta Post, blamed the Energy and Mineral Resources Ministry for failure to provide a set of decrees stipulating a mechanism on supervisions and sanctions for coal miners as mandated by the 2009 Minerals and Coal Law.

Upstream oil and gas regulator BPMigas reported that the decline in gas production at the Mahakam block in East Kalimantan might cause the Bontang liquefied natural gas (LNG) plant to lose between 18 and 20 cargoes this year.

Floating production facility for Cepu ready for construction

A vessel that will be converted into a floating storage and off loading (FSO) unit for the Cepu oil and gas block in East Java has arrived in Singapore’s Sembawang shipyard, paving the way to begin commercial operations in May 2014.

The conversion process for the vessel, named MT Chios, will commence after its official inauguration on April 14 following its arrival in Singapore on March 22, said Rudi Rubiandini, the operational deputy of upstream oil and gas regulator BPMigas.

Pertamina set to spend $50m for CBM development

State-run oil and gas firm PT Pertamina, through its subsidiary PT Pertamina Hulu Energi (PHE), has set aside US$50 million for the development of coal-bed methane (CBM) from 2009 until 2015.

The government has brought its plan to boost the utilization of natural gas in the transportation sector a step closer to reality after the signing of memorandum of understanding (MoU) between gas producers and regional administrations in Jakarta on Monday.

Under the agreement, a total of 35.5 million standard cubic feet per day (mmscfd) of gas will be supplied to Greater Jakarta (Jakarta, Bekasi, Bogor, Depok and Tangerang); Surabaya, Gresik and Sidoarjo in East Java; and Palembang in South Sumatra.

First LNG for domestic users dispatched

Liquefied natural gas (LNG) producer PT Badak NGL, a subsidiary of state oil and gas firm PT Pertamina, began the first LNG delivery from the Bontang LNG plant in East Kalimantan to a floating storage and re-gasification unit (FSRU) in Jakarta Bay, West Java, on Wednesday.

Pertamina gas director Hari Karyuliarto said the shipment was the first LNG delivery to the domestic market since PT Badak NGL was established in 1974.

The Energy and Mineral Resources Ministry has requested the Finance Ministry to remove the land and building tax (PBB) for oil and gas explorations in deep water areas in a bid to boost the country’s future production.

Miners oppose govt’s export tax plan

Indonesian mining companies have strongly protested the government’s plan to impose a 25 percent export tax on mineral ores and coal, saying that the measure would severely hurt their businesses because they already pay high income tax rates.

The executive director of the Indonesian Mining Association (IMA), Syahrir Abubakar, said in Jakarta on Thursday that the government should be aware that under their contracts of works, miners paid corporate income rate of between 35 and 45 percent, which was higher than the 25 percent imposed on other companies.

The government is encouraging the development of aluminum refinery plants in Indonesia’s two largest bauxite producing provinces; Riau Islands and West Kalimantan.

The provinces have a total bauxite reserve of 3.47 billion tons, Energy and Mineral Resources Ministry’s data shows.

As a bauxite-producing nation, Indonesia does not yet have smelters to process bauxite into alumina and therefore all ore produced in the country is exported to Japan and China, while to supply alumina to aluminum plants in the country, material is mostly imported from Australia.

Pertamina Hulu Energi (PHE) says it will buy stakes in eight oil and gas blocks in the Asia-Pacific region to boost production.

PHE, as a subsidiary of state-run oil and gas firm PT Pertamina, would follow the policies of its parent company, PHE president director Salis S. Aprilian told reporters in Jakarta on Thursday.

“[Pertamina’s] upstream directorate chooses which assets to acquire and then PHE will execute the plan. For this year, the blocks may be in the Middle East, Thailand, Vietnam or Myanmar. The location will be in Asia Pacific,” he said.

The Directorate General of Taxation has established two new offices dedicated to handling the tax obligations of mining, oil and gas companies.

Director general Fuad Rahmany said on Monday that the establishment of the two offices was important to ensure that mining, oil and gas companies paid their dues.

Fuad said that for decades, Indonesia, as one of the members of the Organization of the Petroleum Exporting Countries (OPEC), had been unable to fully verify its potential tax income from the mining, oil and gas sectors.

Bosowa secures electricity supply for nickel smelter

PT Bosowa Metal Industri, a subsidiary of diversified business group Bosowa Corporation, has secured supplies from state-owned electricity company PT PLN for its nickel smelter to be built in Jeneponto, South Sulawesi.

Bosowa Metal Industri and PLN signed on Thursday a memorandum of understanding (MOU) for an electricity supply of 70 megawatts. The MOU will be followed by technical talks concerning quality, contract term and price, PLN planning and risk, said management director Murtaqi Syamsuddin.

Indonesian coal entrepreneur Samin Tan has been appointed as chairman of coal miner Bumi Plc., and co-founder Nathaniel Rothschild was ousted from a co-chairman position after a public spat between Rothschild and fellow owners, the Bakrie Group.

Rothschild had clashed with the Bakrie Group and called for a “radical cleaning up” in its “over-leveraged” Bumi Resources, of which Rothschild owns approximately 12 percent through Bumi Plc.

Bakrie then sold a 23.8 percent stake in Bumi Plc. to Samin Tan’s PT Borneo Lumbung Energi. This team-up, accounting for 29.9 percent of Bumi Plc., caused Rothschild to lose his position as co-chairman.

Sempra’s LNG diversion to be finalized in May

The negotiation on the supply diversion of liquefied natural gas (LNG), produced by the Tangguh LNG plant in West Papua from the US-based company Sempra Energy to the domestic market, would be concluded in early May at the latest, said upstream oil and gas regulator BPMigas.

BPMigas head Raden Priyono said the progress of the negotiation had reached 98 percent. Clauses on the new amount of cargo to be delivered to Sempra had been agreed. He declined to reveal the precise figure.

Govt threatens to stop cost recovery to Chevron

Upstream oil and gas regulator BPMigas said on Thursday that the government would halt cost recovery payments to PT Chevron Pacific Indonesia (CPI) should the company be proven to have committed illicit practices in its bioremediation project at its oil fields in Riau.

“If we find any misconduct by CPI in the project, we’ll immediately stop the cost recovery payments for the project. We have to secure the state money until CPI can prove that it’s not guilty,” BPMigas head Raden Priyono said at his office in Jakarta on Thursday.

Medco, partners to acquire two ExxonMobil’s gas blocks

PT Perusahaan Lis trik Negara (Persero) mengusulkan pembangunan tiga PLTA dengan skema kerja sama pemerintah swasta di luar Pulau Jawa dengan total investasi US$2,91 miliar.

Proyek Pembangkit Listrik Tenaga Air (PLTA) itu adalah PLTA Karama berkapasitas 450 MW di Sulawesi Barat yang bisa memproduksikan listrik hingga 2.412 GWh per tahun.

PT Sulbar Group dan China Gezhoumba Group siap membangun PLTA tersebut dengan nilai investasi sebesar US$1,2 miliar.

Berikutnya, PLTA Kerinci berkapasitas 350 MW di Jambi yang bisa memproduksikan listrik hingga 1.464 GWh per tahun. PT Kerinci Hydro Energy telah berkomitmen membangun pembangkit itu dengan nilai investasi sebesar US$0,51 miliar.

Terakhir, proyek PLTA Batang Toru berkapasitas 500 MW di Sumatra Utara yang bisa memproduksikan listrik hingga 2.260 GWh per tahun. KSO Dharma Hydro berkomitmen membangun dengan nilai investasi sebesar US$1,2 miliar.

3 Projects base on PPP scheme offered

PT Perusahaan Listrik Negara (Persero) proposes the development of three power plant located outside java island using PPP scheme with total investment US$2,91 billion. 


The Power Plant Projects are PLTA Karama with 450 MW capacity which located in West Sulawesi that anable to produce power up to 2,412 GWh per year.


PT Sulbar Group and China Gezhoumba Group ready to develop the PLTA with the value investment reach US$1,2 billion.
